Preparation Stage

Step 1

Train the Community Champions (KP Consortium Monitors) how to assist key population members in filling out the forms A & B completely and accurately. They should be briefed on their roles and responsibilities, including understanding CLM 4 purpose and methodology.

 

Actual data collection

 

Step 1

KPAC officers requests forum participants to indicate whether they have accessed any health services in the past 6 months of not.

 

KPAC monitors then distribute appropriate forms to community forum attendees. Key population members who have accessed services receive Form CLM 4 Tool A - Community Forum Key Populations Scorecard (latest v.5.0 2023.04.27), while those who have never accessed services receive Form CLM 4 Tool B - Community Forum Key Populations Baseline Info in Non-Access of Services (latest v.5.0 2023.04.27).


Step 2

KPAC Monitors and Community Champions assist KP members in in completing the forms. They guide them through the questions and ensure the accurate collection of all necessary information. The respondents' responses are recorded accurately by the KPAC monitors or community champions.

Step 3

Data Management. Once the forms are filled out, the KPAC Monitors and Community Champions collect all the completed forms. They hand over the forms to the supervisor for safekeeping and endorsement. This step ensures the data's security and reliability throughout the process.

Step 4

Encoding and Data Processing. The supervisor forwards the collected forms to the KPAC analyst responsible for encoding and processing the data. The analyst carefully enters the collected information into a data processing system or software for further analysis.

Step 5

Quality Assurance. After the data encoding is complete, a quality assurance check is conducted to ensure accuracy and consistency. The supervisor or another designated officer reviews the encoded data and cross-checks it against the original forms to identify and correct any errors or discrepancies.

The CLM 4 Community Forum – Scorecard is also a tool for measuring quality of services for KPs in PNG who have accessed services in health facilities but were not interviewed during the exit interview. Scorecards are used by key population facilitators and Community Champions acting as community monitors at monthly community forums. The questionnaire is given to the respondent to fill-up but assisted by the Community Champion for any inqueries regarding the questions or scorecard. Analysis of data is done every four months to coincide and to triangulate the findings with the other CLM platforms like the Facility Exit Interviews (CLM 3) and the Facility Observations through Mystery Clients (CLM 5). The importance of securing respondent’s consent prior to filling-out this tool is highlighted in the scorecard. The four (4)-page questionnaire is divided into the following: categories: access to services, background information, health services scorecard and additional notes. Like CLM 3, the scoring guide for CLM Tool A are as follows: 0 - Not Applicable,   1 – Strongly Disagree, 2 – Disagree, 3 – Agree, and 4 – Strongly Agree. The responses to be collected by the monitor per category in the scorecard are focused on the seven indicators for measuring quality of services. Details on data collection management are to be filled-out by the monitor at the end of the form, checked and signed by the supervisor, and signed as well by the data encoder.

This CLM 4 tool likewise measures the quality of services for KPs in PNG by collecting baseline information among those who have not accessed HIV and other related health services in the health hacilities. The form can be filled out through an interview but encouraged to be self-admistered. It is used during the Community Forum facilitated by Community Champions from the KP consortium partners. Consent of the respondent needs to be secured before filling-out the questionnaire. Responses to be collected are focused on specific indicators selected for background information, awareness and demand for services. Additional notes pertaining to reasons for not accessing services, even if the respondent is aware of their availability are also included in the tool. At the end of the form, the monitor has to fill-out details on data collection management, ensure that the form is checked and signed by the supervisor for completeness and accuracy. The data encoder is also required to sign the form.
