DATA UTILIZATION - analysis, validation, action planning
The CLM team visit to the facilities (feedback), sharing of CLM results, and action planning workshops have intensified in 2023. Here are 3 sets of more than 10 productive action planning activities in the past months.
CLM 3 Feedback to NCD Facilities
1-23 February 2023, NCD
PARTICIPANTS

RESULTS
Strengthened work connection with NCD PHA Clinics.
Recognized and presented Certificate of Appreciation to clinics who did well.
Developed activity plans for improvement of health services.
KPAC strengthened and improved connection with Catholic Health-run services.
A feedback mechanism was developed for clients visiting the clinics.
KPAC supported clinic identified simple tools for feedback by clients.
Engaged with Heduru to promote PrEP.

CLM Data Validation Workshop

Participants understood the relationship between the 5 CLM Modules.

data collection - field work in communities, facilities, online
In 2023 alone, the CLM Monitors has accomplished 1 round of Facility Exit Interviews, 2 rounds of Community Forums, and 2 rounds of Facility Observations. This bring to a total of 11 CLM datasets produced containing both quantiative and qualitative information on how to improve quality and coverage of HIV and health services for the KP.
CLM 3: Facility Exit Interview
3rd Rollout: For 2 weeks
5 - 15 June 2023 in Port Moresby, NCD.
RESULTS
A total of 14 Health Facilities in NCD were visited out of 16 in the 3rd rollout.
ANC and Well Baby Clinic were not visited because they are clinics for infants and children.
A total of 195 data were collected in the 2 weeks duration of the 3rd rollout.
CLM 4 – Community Forum - Round #2

Monitors and supervisors able to fill out both form for CLM 4 (A & B) accurately.
23 KP volunteered to fill out forms
13 KP filled Form A – accessed clinics in the past 6 months.
10 KP filled out Form B - had not accessed any services
CLM 5 - Facility Observation - Round #1
8-10 May 2023, 16 NCD PHA Clinics
RESULTS
Collected 35 data forms for CLM 5 and filled out accurately.
Less mistakes in CLM 5 as a result of proper supervision and prior trainings.
Data from forms coded, scanned and encoded to KOBO.
Refresher Training courses
The CLM Training Team conducted an impressive total of 10 learning sessions (refresher trainings) in 2023 covering all 5 CLM models.

Four (4) experienced telephone operators from Child Fund, 1-Tok Counselling, St. Johns Ambulance, National Fire Service provided skills to RCO.

The KPAC Management has supported the continuous progress monitoring and planning of the CLM team through regular meetings and reporting. The smaller CLM team meets almost weekly to address immediate concerns.

Philippines Exchange Learning Program

RESULTS
KPAC has first-hand experience, exposure, and understanding of the interventions and key program components of Philippine CSOs.
Informed by the PNG-PHI learning exchange, KPAC has a strategic plan to implement and manage community-led services for key populations in PNG.
Philippines CSOs have committed to provide monitoring, mentorship, technical support and evaluation on KPAC’s establishment of community-led services (CLS).
KPAC developed a CLS implementation plan (6 months) with NDoH, NCD PHA and Private Sector (City Pharmacy Ltd).

Continuous REFINEMENT of clm TOOLS
Nearly 20 CLM tools have been developed since 2022, and these are continuously enhanced and revised. While the main tools are of data collection type (scorecards), the tools available include field work management forms like daily interview logsheet for supervisors, among others. The most advanced tool is the CLM Facility Exit Interview Scorecard which is currently on Version 8.0.
